And we still can transfer to some Russian banks, so I think you can find a bank which can receive U.S dollars transferring.

Tinkoff Bank，SBERBANK，VTB Bank，AO “ALFA-BANK”
And you are supposed to confirm with the bank whether it can receive the U.S dollar transferring or not before you open an account.
